You can use a credit card with PayPal, but there are different ways to go about that. You can either enroll in PayPal’s own credit line, or you can put money on your PayPal account using your personal credit card. A credit card is not required to use PayPal.

I see that and can enter my Paypal password but then it asks me to add a credit card. However I already have a credit card on my Paypal. I only have one card so I can't add it again. For the heck of it I tried adding it again, but it cycles back to the page you have above and I still can't confirm and pay after that. Here is what I am seeing.
