After reading through dozens of these threads I finally solved this issue on my Win 8.1 computer. I suggest trying the following. In Chrome go to Setttings>Show Advanced Settings>Network>Change Your Proxy Settings>Connections Tab>Lan Settings and make sue the box next to Automatically Detect Settings is checked. If this doesn't solve the problem go to step 2.
